Where to find Snowglobin
Snowglobin keeps to Frostmere and never leaves it. It is one of 53 species on that ground, and one of only 51 of them sharing its element.
How to catch Snowglobin
Snowglobin is one of the 126 legendaries, and the world treats it that way: it refuses anything below a Master ball, its base rate is 6% before your timing counts, and 45 of the 608 are harder to land. Throwing does not scare it off, it freezes it, and in Frostmere, where 53 species share the ground, whoever else is standing there throws at the same frozen target.
Supply
42 Snowglobin will exist, ever. The server enforces that at the moment of capture, under a row lock, so two players cannot slip past the cap at the same instant.
In a fight
As one of 51 water types sharing Frostmere, it hits Fire hard and loses ground to Nature, Thunder, Celestial, which is what will be thrown at it. It leans hard on defence: 125 against 115 for its next best, a gap of 10 that decides how it wants to be played.

Questions
Where do I find Snowglobin in NOKEMON?
Frostmere. The door is gated: you need average skill level 20 to get in.
How do I catch Snowglobin?
Throw a Master ball or better and win the timing bar. The base rate is 6% and your accuracy moves it, but the ball is spent whether you land the catch or not, so carry more than you think you need.
Is Snowglobin rare?
Yes. The cap is 42, enforced at the instant of capture, and nothing refills it: when it fills, the only way to own one is to buy it from a player.
What are the shiny odds on Snowglobin?
About 1 in 167 per capture. Nothing improves it: no ball, no streak, no item and no amount of waiting. The only lever you have is how many you throw at.
