Where to find Tempest
Tempest keeps to Duskgrove and never leaves it. It is one of 69 species on that ground, and one of only 2 of them sharing its element.
How to catch Tempest
Tempest is one of the 126 legendaries, and the world treats it that way: it refuses anything below a Master ball, its base rate is 5% before your timing counts, and 16 of the 608 are harder to land. Throwing does not scare it off, it freezes it, and in Duskgrove, where 69 species share the ground, whoever else is standing there throws at the same frozen target.
Supply
Only 8 Tempest will ever exist. That is a number you can count on one hand, and when the last one is caught the species stops spawning for everyone, permanently.
In a fight
As one of 2 thunder types sharing Duskgrove, it hits Water hard and loses ground to Nature, Celestial, which is what will be thrown at it. It leans hard on speed: 120 against 95 for its next best, a gap of 25 that decides how it wants to be played.

Questions
Where do I find Tempest in NOKEMON?
Duskgrove. No level gate and no PvP, so the only thing standing between you and one is finding it.
How do I catch Tempest?
Throw a Master ball or better and win the timing bar. The base rate is 5% and your accuracy moves it, but the ball is spent whether you land the catch or not, so carry more than you think you need.
Is Tempest rare?
Yes, at the extreme. Only 8 will ever exist, and the moment the last one is caught the species leaves the spawn table for everybody, permanently.
What are the shiny odds on Tempest?
About 1 in 500 per capture. Nothing improves it: no ball, no streak, no item and no amount of waiting. The only lever you have is how many you throw at.
